This report looks at the Célula Inter-Secções (CIS) project initiated by Médecins Sans Frontières (MSF) in Mozambique in 1992, in response to the effects of a severe drought.
Description
It considers how CIS was set up to provide a new information system for better food security, then looks at its operational aspects, method of data analysis, functioning and role of CIS in the context of the drought, strengths and weaknesses of the system, and whether similar initiatives can work elsewhere.
