Beyond Satisfaction: Multidimensional Performance of Public-Private Student Housing in Uzbekistan

Resolution No. 563 designates universities as state partners and requires half of the beds in privately financed projects to be offered at an agreed price. However, this policy has not yet been independently assessed.</p><p dir="ltr">The article draws on an original Uzbek-language survey of 525 students at 14 public universities.

At these universities, PPP and traditional dormitories operate on the same campuses under the same policy framework. We find that student satisfaction is broadly similar across the two types and is more closely associated with service quality than ownership. At the same time, PPP dormitories charge substantially higher fees and serve a more affluent student population.
