This paper describes how UNHCR tried to cope with the new challenges of internal displacement and resettlement in Somali Region 5 by developing a 'cross-mandate' approach in conjunction with other UN agencies.
Description
The paper also looks at the effects of relief and rehabilitation programmes on pastoralists, the constructive or economic uses of food aid, and the capacity and knowledge of the local economic dynamics that they require.
