This paper explores the usefulness of cost-effectiveness analysis for assessing and evaluating relief operations, where cost-effectiveness investigates the process of aid delivery rather than the outcome.
Description
The argument is that there need be less emphasis on strictly financial reporting and more on reporting in relation to activity. Evaluating emergency assistance to Rwanda in 1994 is used as a case study.
