HOS dataset: Critical analysis of the ‘Labour migrants’ category in Dutch policy documents (2010-2025)
Listed in IISH Dataverse
We conducted a critical policy analysis of assumptions around ‘labour migrants’ that may help reveal deep-seated beliefs that give rise to policy inertia in addressing their exploitation and precarious working and living conditions in the Netherlands.
Description
This study treats ‘labour migrants’ as a political category and applies Bacchi's (2009) What’s the problem represented to be (WPR) approach to 68 policy documents, including position papers, expert reports, and coalition agreements.
The HOS dataset includes 68 coded documents and 68 coded memos. Our purposive sample includes three types of policy documents: Coalitions agreements, expert reports, and position papers. First, we included five national coalition agreements to capture how ‘labour migrants’ were conceptualised by the governments that were in power between 2010 and 2025.

Second, we selected three expert reports with policy recommendations; two were commissioned by the government, and one was produced by the Dutch Safety Board (Onderzoeksraad voor Veiligheid), an independent governmental advisory body authorized to investigate safety-related problems. Third, position papers prepared for roundtable discussions in the House of Representatives.
