The agency conducted studies of the civil service and other merit systems in the Executive Branch to determine whether they were free of prohibited personnel practices.

Description

Sample survey data were collected from Federal employees and analysed by the agency to evaluate the state of the merit system. This series contains microdata from respondents to surveys regarding opinions and experiences on a variety of personnel issues.

The surveys contain information about the respondents' work history and personnel experiences including working on teams and work groups, protection for whistle blowers, the merit pay system for Federal supervisors and management officials, and the Government's ability to deal constructively with performance problems. Surveys also include respondents' personal demographic information and their opinions on their jobs and personnel practices in their work groups, individual and organizational performance, pay for performance, managing people, and the Senior Executive Service.
