Major investigated questions: respondents were asked whether they appealed to different state or municipal institutions and agencies during the last 12 months, and what forms of appeal they used. They were also asked whether, during the past 12 months, they appealed to the state or municipal governments and institutions with a complaint and whether they were satisfied with the response to their complaint.

Those respondents, who were not satisfied with the response to their complaint, were asked why they have such a negative view and whether they appealed to another institution for the re-examination of their complaint. If they did not appeal, they were asked to indicate reasons. Respondents also indicated whether, during the past 12 months, they appealed to the state or municipal institutions with proposals, in order to obtain information or to receive public services, and whether they were satisfied with the responses of the institutions' staff they appealed.
