Consequences of Electoral System Change: Methodology and Its Application to the Study of Taiwan\'s Shift to the Mixed-member Majoritarian System
Listed in Harvard Dataverse
The constitutional structure defines the allocation of power and the relationships among political institutions.
Description
However, it is the electoral system nested inside the constitutional structure that determines who will be chosen to take the various political positions and exercise the power of authoritative value allocation. In May of 2005, an election was held to select the National Assembly delegates, who will vote on constitutional amendments proposed by the Legislative Yuan in August 2004.
In the following month, the National Assembly overwhelmingly passed the constitutional amendments which, among other things, reduce the seats of the Legislative Yuan from 225 to 113, and change its electoral system from the single nontransferable vote (SNTV) into the mixed-member majoritarian (MMM) system. This change is expected to produce significant effects not only on the current multi-party system, their interrelationship, and campaign strategies, but also on the electorate\'s voting behavior and choices.

This proposed research project intends to assess the political consequences of Taiwan\'s electoral system change of the Legislative Yuan election in 2007. The purpose of this three-year research project is twofold. 1. To develop a research design that best fits the objective of assessing the effects of electoral system change in Taiwan.
During the first year of the project, I will develop a research design based on the mixed research methods which combine both qualitative (QUAL) and quantitative (QUAN) data to answer the research question. 2. To apply the research design to compare the 7th Legislative Yuan election to be held in late 2007 based on the MMM system with the previous five elections based on the SNTV system. Besides the within-case comparison for process tracing, this project also plans to compare Japan\'s transition in 1994 from SNTV to MMM system with Taiwan\'s experiences.
