This case study looks at the mass influx of Tigrayans into eastern Sudan in 1984-85, which at the time overwhelmed the refugee assistance system in Sudan.
Description
The goal of the report is to assess whether mass refugee influxes can be predicted, what practical steps can be taken to improve our existing early warning capability, and what difference improved early warning could actually make in practice.
