The research methodology for this project utilized the multiple stage sampling method, which included the principles of probabilities proportional to size (PPS), stratified sampling, and systematic sampling. In total, 103 public administrators and 278 general citizens were surveyed. Surveys of public administrators were conducted primarily with workers at the Neihu district office, police headquarters, and various police stations.

Surveys of the general populous included residents of Neihu with occupations outside of the police force and other fields of public administration. The questionnaire differed somewhat for each particular group surveyed although the basic framework was the same for all groups.
