Afghanistan's flawed constitutional process

This report assesses the political process surrounding the creation of a constitution for Afghanistan, arguing that it needs to be substantially rethought and recast in order to fashion a truly democratic institution.
Description
It discusses the problems of factional domination of the process along with the absence of real public education or consultation. The report concludes that restoring integrity to a process that has already been considerably compromised requires that more time be spent on the process and the resulting delays explained to the Afghan people.
