Decade of displacement in Ethiopia: internally displaced persons and humanitarian response

This paper looks at internal displacement in Ethiopia, involving issues of national sovereignty and war, and concentrates on three historical periods: 1984-86, when acute starvation hit and there were several massive displacements garnering worldwide attention; 1987-91, when the rebels were on the military offensive; and post-1991, when decades of internal war in Ethiopia ended with the defeat of the Ethiopian army and political regime, resulting in several fresh displacements.
