Towards an understanding of NGO-donor relationships during crisis management: emergency food aid assistance to displaced southern Sudanese

This paper aims to challenge the assumption, during periods of crisis management, of the power relationship between donors and NGOs being unilaterally dominant on the donors' side.
Description
It looks at evidence from Sudan and examines the role of USAID there, concluding that in crises NGOs have increased responsibility to provide emergency food aid assistance more efficiently.
