The agency collected these data to respond to a need for policy-related data on disability.
Description
The data were used to evaluate the 1990 Americans with Disabilities Act (ADA). Agencies and programs also used the data to conduct a wide range of analyses to understand disabilities, develop public health policy, produce estimates of health conditions, and to provide descriptive baseline statistics on the effects of disabilities.
This series contains social survey information on adults and children who are physically, emotionally, or mentally handicapped or developmentally disabled. Phase I of the survey consists of the Person and Condition data. The Person file includes information collected on each person sampled regarding sensory, communication and mobility issues, developmental disability conditions, the impact of disability on daily living activities, functional limitations, mental health, services and benefits, medical care, special health needs of children, early child development, education, and disability perception.

The Condition file includes detailed information on each condition reported as being related to certain disabilities. Phase II contains follow-up data on persons selected from Phase I. The Adult file includes more extensive information on persons with disabilities on issues such as employment, use of services and benefits, health insurance, cost of medical care, transportation and personal assistance needs, housing characteristics, environmental barrier s, and participation in social activities.
The Child file includes additional information on utilization and need for services, functional assessment, emotional and behavioral development, and the impact of the child's disability on the family. The Outcome file indicates response or non-response of eligible respondents to the Phase II questionnaires. This data comprises government records extracted from the Archival Research Catalog (ARC).
