Evaluating humanitarian assistance programmes in complex emergencies

Description
This review aims to identify and disseminate 'best practice' in the evaluation of humanitarian assistance programmes in the following ways: by improving the quality and consistency of evaluation methodologies, enhancing the accountability function of evaluation, contributing to institutionalizing the lessons learned, and identifying better methods for monitoring performance of humanitarian aid operations. Along these lines, some of its chapters cover topics such as measures to enhance the effectiveness of the evaluation process, terms of reference, composition of the team, information-gathering techniques, report writing, etc.
