This repository contains governance, controlled-access, data-security, and consent guidance documents developed for the COVID-19 Immunity Task Force (CITF) Databank.
Description
The materials document the requirements applied to the deposit, management, protection, and approved secondary use of coded participant-level data held by the Databank. Individual-level participant data are not included in this repository.
Data governance and controlled-access documents The repository includes the CITF Data Access Policy, the CITF Data Security Policy, a diagram describing the controlled-access application and review process, and a template Data Access Agreement. Together, these documents describe: applicant eligibility and application requirements; review by the Data Access Office and Data Access Committee; institutional and research-ethics requirements; permitted uses of CITF data; privacy, confidentiality, and data-security obligations; security-incident and data-breach reporting; management of project amendments; publication and acknowledgment requirements; and data retention and destruction requirements.

The Data Access Agreement is provided as an unexecuted template for documentation purposes. It does not constitute an active agreement and must not be completed or executed without confirmation from the CITF Databank and the appropriate McGill University office. Consent guidance The repository also includes English and French guidance for prospective and retrospective consent.
The prospective consent guidance, dated October 7, 2020, identifies the consent elements recommended for studies contributing coded data to the CITF Databank and includes a model informed-consent form. The retrospective consent guidance, dated October 29, 2020, provides an assessment framework for determining whether previously collected data and samples may be contributed under existing consent, research-ethics authorization, participant re-consent, or an approved waiver of consent.
These consent documents are preserved as historical guidance reflecting the governance framework used during the establishment and operation of the CITF Databank. They should not be interpreted as replacing current institutional requirements, research-ethics review, applicable consent conditions, data-sharing agreements, or legal advice. Data access Researchers seeking access to controlled participant-level data must follow the current application process established by the CITF Databank.
Access is granted only after the required administrative, scientific, ethical, and institutional review and execution of the applicable agreement.
