Introduction<p>This study examines the intellectual structure and substantive evidence of research on governance, bureaucracy, and disaster risk reduction (DRR), addressing the conceptual fragmentation of scholarship across disaster studies, sustainability, public health, environmental governance, and public administration.</p>Methods<p>A hybrid review design combining systematic review procedures, science mapping, and integrative systematic evidence synthesis was employed.

Using Scopus as the sole database, 629 records were identified, of which 123 studies were retained for full-text analysis following PRISMA-guided screening and eligibility assessment.</p>Results<p>The field has expanded rapidly since 2015 but remains intellectually plural and conceptually fragmented. Science mapping identifies disaster management, DRR, resilience, governance, implementation, and collaboration as major intellectual and conceptual anchors.
