<p dir="ltr">Universal access to transformative technologies is now one of the highest‑return investments available to the global economy.

Yet adoption gaps across four foundational domains—digital connectivity, financial inclusion, energy access, and artificial intelligence—remain vast and are widening in critical areas. As the report states, <i>“technology arrives everywhere roughly on schedule; absorption does not.”</i></p><p dir="ltr">This research quantifies both the scale of unmet adoption and the economic upside of closing it.
Today, 2.2 billion people remain offline, 655 million lack electricity, two billion rely on polluting cooking fuels, and 1.3 billion adults remain unbanked. Generative AI usage in the Global South is roughly half the Global North rate and diverging further each quarter. These gaps persist not because technology is unavailable, but because absorptive capacity—skills, institutions, affordability, and complementary infrastructure—lags behind.</p><p dir="ltr">The returns to closing these gaps are exceptionally well‑documented.

GSMA estimates that bringing already‑covered populations online would generate <b>$3.5 trillion in additional GDP</b> by 2030 against <b>$418 billion in infrastructure cost</b>, an ~8:1 return. At the micro level, Suri and Jack’s natural experiment shows that mobile‑money access lifted <b>194,000 Kenyan households out of extreme poverty</b>, driven by increased savings and occupational shifts.</p><p dir="ltr">To explain why some gaps close while others widen, the report applies the H Heuristics <b>Compound Vulnerability Multiplier</b>—a framework showing that absorptive capacity (D‑Coefficient), cumulative adoption burden (P‑Integral), and exposure density interact multiplicatively.
Weakness in any pillar can suppress the returns of the others, as illustrated by the widening AI divide despite falling compute costs.</p><p dir="ltr">The report introduces the <b>4A Framework—Afford, Access, Absorb, Amplify</b>—as a sequencing model for closing adoption gaps. Infrastructure alone cannot close usage gaps; affordability alone cannot generate income gains; skills and institutional capacity determine whether access compounds into productivity; and amplification mechanisms ensure that early adoption translates into measurable economic returns.</p><p dir="ltr">Financing requirements are large in absolute terms—$2.6–2.8 trillion for universal digital access and a rise from $270 billion to $1.6 trillion annually for clean energy in emerging economies—but small relative to the trillions in GDP upside.
The binding constraint is not technology cost but the cost of capital and absorptive capacity.</p>
